Monroe, Springfield, IL 4:00 pm, Saturday, December 31, 2022 A celebration of December 31, 1862, when enslaved people waited for the Emancipation Proclamation to be signed by President Lincoln and to take effect the next morning freeing 3.5 million enslaved people in the secessionist Confederate states.
